Foreign government officials, international organizations officials, or any national of a country whose government they represent for assignment or for official business may apply for a 9E diplomatic visa.  

A visa applicant entering the Philippines for assignment may submit the application and requirements to the Consular Section of the Philippine Consulate General together with a Note Verbale containing the request and dated at least thirty (30) days in advance of the expected travel to the Philippines. An applicant entering the Philippines for a short-term official visit must submit a Note Verbale dated at least fifteen (15) days in advance of the expected travel (D.O. 2022-020). 

Members of the family and household, attendants, servants or employees of a foreign government or international organization official may be granted visas under the 9E category only when said official is coming to the Philippines on foreign government business.  

PROCEDURE

  1. Prior appointment is required by sending an email for an appointment (This email address is being protected from spambots. You need JavaScript enabled to view it.) together with the documentary requirements.
  1. Visa applications may be submitted in person or by any authorized representative to the Consulate General’s Consular Section from Mondays to Fridays, except Saturdays, Sundays, and holidays, from 9:00 a.m. to 12:00 noon. 
  2. Visa applicants will be notified of the status of the visa application through the contact details provided.

REQUIREMENTS

  1. Diplomatic Note or official written request
    The Note or official written request should state the following:
    1. The particulars of the visa applicant
    2. Official designation in the Mission/Consular Office in the Philippines
    3. Expected departure date from the country of origin
    4. Expected duration of assignment in the Philippines
    5. Complete name and designation of the official to be replaced by the visa applicant (or if the visa applicant is an additional official being deployed in the Sending State’s Mission/Consular Office in the Philippines); and
    6. For qualified dependents: that the visa applicant is traveling to the Philippines to join and live with the principal for the duration of the principal's assignment.
  1. Duly accomplished visa application form (FA Form no.2) Original with wet / fresh signature of the applicant.
  2. One (1) piece 3.5cm x 4.5cm (passport-sized) colored photograph, preferably taken within the last six (6) months 

The applicant should be in decent attire and the photograph should be a headshot.

  1. Original passport and clear photocopy of its data page. 
    The passport must be valid for at least six (6) months beyond the authorized period of stay in the Philippines. The passport must have at least four (4) blank pages for the visa and Philippine Immigration entry/exit stamps.
  2. Supporting documents to establish family ties, marital union, employee-employer relations, etc. as may be deemed necessary, in order to properly ascertain appropriate visa type.

PROCESSING FEES 

All issuances of 9E visas are gratis.

PROCESSING PERIOD 

Upon receipt of the visa application, the same will be forwarded immediately to the Department of Foreign Affairs (DFA) in Manila for processing. Once the authority from the DFA is received, the Consulate General will issue the 9E visa and will release the passport with visa within three (3) working days (excluding processing period at DFA).
