The Philippine Consulate General in Manado, the only foreign consular establishment in the province of North Sulawesi, was established in 1952 primarily to enforce the following bilateral agreements:
- The Treaty of Friendship concluded between the Philippines and Indonesia in Jakarta on 21 June 1951, which ensures a peaceful settlement of border issues;
- The Agreement on Immigration signed in Jakarta on 04 July 1956, identifies which government should shoulder the repatriation of border crossers;
- The Revised Agreement on direct liaison and coordinated patrol operations in all areas by and between the Philippine Navy and Indonesia Navy concluded in Manila on 25 July 1963, states the laws governing offenses on illegal entry and fishing and others; and
- The Joint Directives and Guidelines on the Implementation on the repatriation and Border Crossing Agreement between Philippines and Indonesia concluded in Jolo, Sulu on 30 May 1964, was established to regulate the movements of inhabitants within the border areas.
The Consulate General is now permanently based at Jalan 17 Agustus, Tanjung Batu, Manado City. This location is at the heart of the provincial government center.
MISSION
To provide optimum service to Filipinos and people of other nationalities and to enhance socio-economic and cultural exchanges and cooperation with Indonesia for the mutual benefit of both countries.
VISION
Manado PCG shall continue to be the linked between the two countries in East Indonesia. As such, it will endeavor to promote goodwill and cooperation with the host government so as to achieve regional economic stability and prosperity for both countries.
